How are these phases going to be delivered, do all of the points have to be complete before moving onto the next phase or will parts of phase 2 start whilst parts of phase 1 are still being delivered. Indicative timescales would be good.

It positive to see that this a replacement for OPCS is finally on the agenda, OPCS-4 drastically needs a review and overhaul, its outdated and running out of space.

Throughout this it says 'SNOMED CT codes captured at the point of care'. Captured by Whom? My understanding is that this will be the doctor, surgeon, nurse etc but you need to make this clearer.

The ICD-11 and PBC Roadmap shows the"New PBC Design/Config and population complete" at the beginning of Phase 2, whereas the end-point for "HRG using SNOMED CT is live" is at the end of Phase 3. If the vision is that SNOMED CT will be used for reimbursement rather than the procedure based classification, would it not make more sense to replace OPCS-4 after that aspiration is achieved? If it is replaced before the aspiration is achieved this will mandate a design to meet reimbursement requirement
